A firm protested a Department of Veterans Affairs (VA) contract award, contending that the awardee could not perform the required work at its bid price. GAO held that: (1) the protest concerned a matter of responsibility and was not subject to GAO review; and (2) it would not review the affirmative responsibility determination, since the protester failed to provide evidence of fraud or bad faith or that VA misapplied definitive responsibility criteria. Accordingly, the protest was dismissed.
