A firm protested a proposed Natural Resources Conservation Service (NRCS) contract award, contending the the Small Business Administration (SBA) improperly denied it a certificate of competency based on the timeliness of its prior work. GAO held that it would not consider the protest, since: (1) SBA had sole jurisdiction to determine the protester's responsibility; and (2) the protester failed to present any evidence that SBA acted in bad faith or failed to consider vital information bearing on its responsibility. Accordingly, the protest was dismissed.
