A carrier requested a review of its denied for claim unpaid charges incurred by an approved Department of Defense shipper agent. GAO held that DOD was not liable for the additional charges incurred by the shipping agent, since: (1) the carrier was not an interested party; (2) subcontractors were not authorized to bring claims against the government. Accordingly, GSA settlement is affirmed.
