A firm requested reconsideration of its dismissed protest of a General Services Administration contract award and the Small Business Administration's (SBA) refusal to issue it a certificate of competency. GAO had held that SBA had sole jurisdiction to determine the protester's responsibility. In its request for reconsideration, the protester contended that its original protest sufficiently established the likelihood that SBA acted in bad faith or failed to consider vital information concerning its responsibility. GAO held that: (1) SBA failure to conduct as thorough a review as the protester believed it should have did not constitute bad faith; and (2) there was no evidence that SBA failed to consider vital information presented to it. Accordingly, the request for reconsideration was denied.
