[Protest of Army Contract Award for Helicopter Navigation Sets]

A firm protested an Army contract award for helicopter navigation sets, contending that the: (1) sole-source award was unjustified; (2) Army failed to draft adequate specifications for full and open competition; and (3) lack of available technical information prevented it from submitting a bid. GAO held that the protester untimely filed after bid opening its protest of alleged solicitation improprieties. Accordingly, the protest was dismissed.
