A firm protested the Defense Reutilization and Marketing Service's rejection of its late bid, contending that: (1) its bid was received 4 days after bid opening due to a post office error; and (2) the decision to reject its late bid was not in accordance with the terms of the solicitation. GAO held that: (1) the protester was responsible for ensuring that its bid arrived at the designated location at the designated time; (2) bids that do not arrive on time generally are not accepted; and (3) the rejection of the protester's late bid was not legally objectionable. Accordingly, the protest was dismissed.
