A firm protested a General Services Administration (GSA) contract award for a travel management center, contending that GSA: (1) violated one of its directives in making the award; and (2) should have amended the solicitation to conform with the new small business size standard. GAO held that GSA: (1) failure to comply with one of its directives was a matter of executive policy and was not a valid basis for protest; and (2) was not required to revise the solicitation's small business size standard, since the solicitation was issued prior to the effective date of the new standard. Accordingly, the protest was dismissed.
