[Protest of DLA Contract Award]

A firm protested a Defense Logistics Agency (DLA) contract award, contending that: (1) the award was improper; and (2) DLA improperly relaxed the solicitation specifications in order to make award to the second low bidder. GAO held that the protester: (1) was not sufficiently interested to protest the award, since it would not be in line for award even if its protest were sustained; and (2) untimely filed after bid opening its protest regarding alleged solicitation improprieties. Accordingly, the protest was dismissed.
