A firm protested a General Services Administration (GSA) contract award for oxygen, contending that GSA should not have rejected its bid for failure to include a signed procurement integrity certificate, since it included the certificate for contract modifications. GAO held that GSA properly rejected the protester's bid as nonresponsive, since: (1) the certificate for contract modifications could not substitute for a properly executed certificate of procurement integrity; and (2) both certificates required separate signatures. Accordingly, the protest was dismissed.
