A firm protested an Army Corps of Engineers contract award for facility operation and maintenance, contending that the: (1) awardee made a material misrepresentation in its bid, since it planned to use a subcontractor other than the one it proposed to perform part of the contract; and (2) Corps should cancel the contract award. GAO held that the protester untimely filed its protest more than 10 days after it knew the basis of protest. Accordingly, the protest was dismissed.
