A firm protested a Navy solicitation for base operation support, contending that: (1) the Navy improperly included certain requirements in the solicitation; and (2) its collective bargaining agreement should have been included in the solicitation. GAO held that the protester untimely filed its protest more than 10 days after it received initial adverse action on its agency-level protest. Accordingly, the protest was dismissed.
