A firm protested a Defense Electronic Supply Center (DESC) contract award for aircraft antennae, contending that: (1) DESC should have required more stringent qualification or first-article testing of alternative products; and (2) the awardee was not a qualified supplier of the required part. GAO held that: (1) the protester untimely filed after bid opening its protest of the solicitation's testing requirements; (2) it would not review the DESC determination that the specified testing was sufficient to ensure that alternative products would meet its minimum needs; and (3) it would not consider a protest advocating a sole-source procurement. Accordingly, the protest was dismissed.
