Highlights

A firm protested several Army solicitations for construction, contending that the procurements should have been set aside for small disadvantaged businesses (SDB). GAO held that the Army reasonably determined: (1) that it would not receive bids from at least two responsible SDB; and (2) not to set aside the procurement. Accordingly, the protests were denied.
