[Dual Compensation for Retired Air Force Officers]

Several retired Air Force officers requested a decision regarding whether their employment under coaching services contracts with the Air Force Academy Athletic Association (AFAAA) was subject to dual compensation reductions. GAO held that: (1) the dual compensation reductions were applicable to retired Air Force officers coaching under personal services contracts with the AFAAA; and (2) AFAAA coaches who initially occupied their positions under personal services contracts that terminate in 1 year or less qualified for the 30-day exception from dual compensation deductions for temporary employees. Accordingly, the coaches are subject to dual compensation restrictions.
