Dear Mr. Kragen:

This responds to your request that we reconsider our decision in Quality Moving & Storage, Inc., B-233601, March 8, 1990. In that decision, we held that a prohibition on offering tenders of ratemaking bureaus under a Department of Defense (DOD) personal property transportation solicitation did not preclude the government from applying charges in such bureau tenders to a shipment by a carrier that did not participate in the solicitation for those routes.

In your reconsideration request, you state your disagreement with our holding, reiterating arguments you made previously and which we fully considered in reaching our March 8 decision. However, neither disagreement with a decision, nor restatement of arguments already made, establishes that the decision was based on an error of fact or law.
