In response to a congressional request, GAO commented on a naval officer's involvement in a local election issue about the cost to San Francisco of home-porting the U.S.S. Missouri, to assess whether he violated certain statutes and regulations. GAO found that, although the officer's actions violated a Department of Defense directive governing the political activities of service members, he did not violate statutes concerning the use of government property or appropriations.
