A carrier requested a review of the General Services Administration's (GSA) denial of its claim for a supplemental bill for exclusive-use charges, contending that the charges were allowable under the tender in effect when it moved the shipment. GAO held that the carrier: (1) transported the shipment before the tender's effective date; and (2) had already rated its exclusive-use shipment on the applicable minimum weight rate. Accordingly, the GSA action was sustained.
