A firm protested the Navy's rejection of its bid for the rehabilitation of office and laboratory space as nonresponsive, contending that: (1) the Navy unreasonably interpreted its bid specifications regarding contract completion; and (2) acceptance of its low bid was in the government's best interest. GAO held that the Navy properly rejected the bid as nonresponsive, since: (1) it failed to unequivocally commit the protester to comply with the required delivery schedule; and (2) acceptance of the nonresponsive bid would compromise the integrity of the sealed bidding process. Accordingly, the protest was denied.
