A firm requested further reconsideration of its dismissed protest against a Veterans Administration (VA) requisition for mailmobiles. GAO had held that the protester: (1) untimely filed its protest; and (2) failed to file a copy of its protest with VA. In its request for reconsideration, the protester contended that it had a receipt showing that VA timely received its protest. GAO held that the protest was premature, since VA: (1) merely requested the procurement; and (2) had not yet issued a solicitation. Accordingly, the dismissal was affirmed.
