A firm protested the General Services Administration's (GSA) award of a contract for travel management services, contending that GSA did not fairly consider its proposal, since GSA awarded the contract before the deadline for submitting required financial information. GAO held that: (1) GSA requested the financial information solely to determine the protester's responsibility and not for evaluation purposes; and (2) the protester was not prejudiced by the timing of the contract award, since GSA complied in full with the request for financial information, and the protester would not have submitted anything further by the next day. Accordingly, the protest was denied.
