A Defense Logistics Agency employee requested reimbursement of lodging costs he incurred while he was on temporary duty. GAO noted that, although the employee failed to obtain a certificate of nonavailability of government quarters, he did receive a travel advance including per diem for lodging expenses. GAO held that the employee's travel orders effectively provided that government quarters were not available to him, since the orders met agency travel regulations. Accordingly, the claim was allowed.
