An individual requested reconsideration of the rejection of his daughter's nonresponsive bids for court reporting services. GAO held that: (1) the individual was not an interested party, because he did not participate in the initial protests; and (2) even if the individual were an interested party, his request for reconsideration would be untimely, since he filed it more than 10 days after he knew the basis for reconsideration. Accordingly, the request for reconsideration was dismissed.
