Pursuant to a congressional request, GAO investigated a possible unreported impoundment in the Department of Agriculture's Rural Housing Preservation Grant Program. There was concern that the Office of Management and Budget had not approved the regulations necessary to implement the program. GAO found that: (1) the regulations had been approved and released and no current impoundment existed; and (2) because of processing time, funds would not be obligated before the end of their period of availability on September 30, 1985, but would be extended through fiscal year 1986 due to passage of a House bill.
