A Bureau of Land Managment (BLM) authorized certifying officer requested an opinion as to the entitlement of a transferred employee to travel and subsistence expenses associated with the work he performed at his new duty station between the time he was notified of his transfer and the effective date of that transfer. GAO noted that agencies must settle such matters using the clearly stated regulations governing employee transfers. Accordingly, the matter was remanded to BLM for a determination.
