Pursuant to a congressional request, GAO reviewed the nature of financial transactions involving a U.S. Postal Service Governor and two White House staff members. The review included an examination of: (1) the timing of these transactions in relation to the governor's nomination to his post; (2) the comprehensiveness and timeliness of the three parties' financial disclosure reporting; and (3) the transactions between the two staff members and the governor, who served as tax advisor to each.
