GAO responded to a request for its legal opinion concerning provisions contained in Department of Education regulations which provide that any student who is required to register with the Selective Service and who fails to do so is ineligible for student financial assistance. GAO stated that the proposed regulations would be within the authority of the Secretary of Education.
