GAO reviewed the merits of studies concerning whether: (1) States should adopt open competition statutes and permit insurers to compete on premium rates; and (2) the present premium-regulated system adequately reflects the value of investment income earned by insurers from employers' premium payments. GAO conducted a briefing with, and transmitted source documents to, the appropriate congressional subcommittee.
