A Navy member appealed the partial disallowance of his claim for reimbursement of travel and transportation expenses incurred in connection with a permanent change of station. The member, who had relocated at his own expense, was not entitled to reimbursement for rental of a tow bar for transporting his privately owned automobile since this is not a household good, and its transport was not reimbursable under the circumstances. He may not be reimbursed for babysitting and gasoline used for a return trip to get his dependents; these are miscellaneous costs for which he was paid a dislocation allowance.
