An Army member requested reconsideration of a determination that he had been overpaid travel expenses. The member was on leave in Georgia and performed temporary duty in Maryland where he also had personal business. His leave orders had expired before he could board Government transportation on his return to his permanent station. Travel orders issued later which authorized commercial air travel from Georgia to Maryland and then to member's permanent station may be later modified since there was no previous intention for such authorization. He was not entitled to reimbursement for the cost of commercial air travel to his permanent station since no orders by competent authority had been issued for such travel.
