The Secretary of the Interior requests a decision on the use of Funds for the Puerto Rico Reconstruction Administration for the purchase of lands for the storage reservoir necessary to complete the hydro-electric plant which the appropriation was originally intended for.

Based on the facts presented, there appears to be no other appropriation available for the intended purpose, and there being no statutory prohibition of the contemplated expenditure, it is lawful to use the appropriated funds for the purchase of land for a storage reservoir to complete the purpose for which the funds were initially appropriated.
