GAO commented on whether the Defense Logistics Agency (DLA) could omit the Examination of Records by Comptroller General clause from a proposed sole-source contract for support services with an Icelandic contractor. GAO concurred with the DLA determination, since the: (1) Government of Iceland would not allow contracting with other than the proposed contractor; (2) contractor had held the contract for 15 years and historically refused to accept examination; and (3) determination was in the public interest.
