Pursuant to a legislative requirement, GAO reviewed the President's, the Office of Management and Budget's (OMB), and the Congressional Budget Office's (CBO) compliance with the Balanced Budget and Emergency Deficit Control Act of 1985 requirements to control discretionary spending for the defense, international, and domestic categories.
GAO found that: (1) CBO and OMB reported that the international budget category required a 1.9-percent sequester, since it exceeded its $20.1-billion budget authority target by $395 million due to a drafting error in the 1991 foreign appropriations bill; (2) CBO and OMB also reported that the defense and domestic categories were within their established budget authority target amounts; and (3) both the final sequestration reports and the order substantially complied with the act.
