The Postmaster General requested an opinion as to whether there would be any objection from an accounting standpoint to the Post Office Department's contracting for delivery of coal during May and June in order to obtain more favorable prices during the industry's lowest point of activity. All costs would be paid from the appropriation for the fiscal year in which the coal would be used.
