A firm protested a National Science Foundation (NSF) contract award for support services for federal Small Business Innovation Research (SBIR) conferences, contending that various aspects of the technical and cost evaluations were improper. GAO held that discussion questions in fact reflected solicitation requirements, and that evaluation was reasonable. Accordingly, the protest was denied.
