A firm protested an Army award contract for transportation services, contending that the Army (1) improperly evaluated proposals with respect to past performance and (2) unreasonably used a mechanical and irrational evaluation scheme to determine the contract's awardee. GAO held that the (1) past performance evaluation was reasonable and within the parameters of the solicitation's evaluation criteria and (2) evaluation scheme protest was without basis. Accordingly, the protest was denied.
