A firm protested the Government Printing Office's (GPO) rejection of its bid for the printing and distribution of Department of Labor general wage determination reports, contending that GPO: (1) improperly rejected its bid as mathematically unbalanced; and (2) accepted its similar bid under a previous solicitation. GAO held that: (1) GPO reasonably determined that the protester's bid was mathematically unbalanced, since the protester bid the core and most expensive contract requirements at no charge, while its prices for packing and handling were significantly higher than those of any other bidder; (2) the prior procurement was irrelevant; and (3) GPO reasonably rejected the protester's bid, since award to the protester might not result in the lowest cost to the government. Accordingly, the protest was denied.
