A firm protested a Navy contract award for hydraulic fluid contamination particle counters, contending that the Navy: (1) failed to allow it sufficient time to prepare its best-and-final offer (BAFO); and (2) improperly rejected its initial bid as ambiguous. GAO held that the: (1) protester untimely filed its protest of the Navy's alleged failure to allow sufficient time for BAFO preparation; and (2) Navy properly rejected the protester's initial bid as ambiguous, since it did not conform to a material solicitation requirement. Accordingly, the protest was denied.
