A firm protested an Air Force contract award for aircraft forward transparencies, contending that the Air Force improperly denied it the award on the basis that it had not completed a flight test that should not be performed until after award. GAO held that the: (1) contract award was limited to approved sources; (2) solicitation clearly stated that the flight test was required for source approval; and (3) Air Force gave the protester a reasonable opportunity to become an approved source. Accordingly, the protest was denied.
