A firm protested the Department of Health and Human Services' (HHS) cancellation of a solicitation for environmental study and education, contending that the cancellation was arbitrary and capricious. GAO held that HHS reasonably determined that the requested services were not needed and properly cancelled the solicitation. Accordingly, the protest was denied.
