A firm protested a Panama Canal Commission solicitation for an airline reservation and ticketing system, contending that a certain specification unduly restricted competition. GAO held that the specification: (1) exceeded the Commission's minimum requirements; and (2) unduly restricted competition. Accordingly, the protest was sustained and GAO recommended that the Commission: (1) amend the solicitation and delete the restrictive specification; and (2) reimburse the protester for its protest costs. Accordingly, the protest was sustained.
