[Protest of Air Force Rejection of Bid for Aircraft Maintenance Services]
B-256196.4: Sep 30, 1994
- Full Report:
A firm protested the Air Force's rejection of its bid for aircraft maintenance services, contending that: (1) the Air Force improperly evaluated its bid and excluded it from the competitive range; (2) any bid deficiencies could have been corrected through discussions; and (3) the contracting officer was biased against it. GAO held that: (1) the Air Force reasonably evaluated the protester's bid in accordance with the evaluation criteria; (2) the Air Force reasonably excluded the protester's bid from the competitive range, since it had no chance of being selected for award; (3) the Air Force was not required to hold discussions with the protester, since its bid was excluded from the competitive range; and (4) there was no evidence of bias on the part of the Air Force. Accordingly, the protest was denied.
