[Protest of Army Solicitation for Meals and Lodging]
B-257321: Sep 2, 1994
- Full Report:
A firm protested an Army solicitation for meals and lodging, contending that the Army: (1) failed to set aside the procurement for small business concerns; and (2) should have used sealed bidding procedures rather than negotiated procedures. GAO held that the Army: (1) reasonably determined not to set aside the procurement for small business concerns, since it did not reasonably expect to receive bids from at least two responsible small businesses; and (2) properly used negotiated procurement procedures to evaluate technical factors in addition to price. Accordingly, the protest was denied.
