[Protest of Air Force Contract Award for Laboratory Management]

A firm protested an Air Force contract award for laboratory management, contending that the Air Force improperly made award without conducting discussions. GAO held that the Air Force properly: (1) made award without conducting discussions, since the solicitation advised bidders that award may be made based on initial bids; and (2) determined that discussions were unnecessary. Accordingly, the protest was denied.
