[Protest of Navy Contract Award for Thermal Imaging System]
B-257168: Aug 10, 1994
- Full Report:
A firm protested a Navy contract award for a thermal imaging system, contending that the: (1) awardee's product failed to meet several of the solicitation's minimum performance requirements; and (2) Navy improperly amended the solicitation and allowed the awardee to qualify its bid. GAO held that the Navy: (1) reasonably evaluated the awardee's bid in accordance with the evaluation criteria; (2) properly amended the solicitation and allowed the awardee to qualify its bid; and (3) reasonably determined that the awardee's product met the solicitation's technical requirements. Accordingly, the protest was denied.
