A firm protested a General Services Administration (GSA) contract award for armed guard services, contending that GSA should have rejected the awardee's bid as nonresponsive, since it was mathematically and materially unbalanced. GAO held that GSA reasonably: (1) selected the awardee's mathematically unbalanced bid; and (2) determined that the awardee's bid was not materially unbalanced, since it would become the low bid if all contract options were exercised. Accordingly, the protest was denied.
