A firm protested a Navy contract award for construction, contending that the: (1) Navy improperly permitted the awardee to correct a mistake in its bid price after bid opening; and (2) awardee should have accepted the award at its original price or withdrawn its bid. GAO held that the: (1) disparity between the awardee's original bid and the government estimate supported the awardee's contention that it made a mistake in its bid price; (2) awardee provided sufficient evidence of its intended bid; (3) Navy reasonably permitted the awardee to modify its bid prior to award; and (4) Navy properly made award to the low bidder. Accordingly, the protest was denied.
