A firm protested an Army contract award for laundry facility operation services, contending that the Army: (1) did not evaluate the awardee's bid in accordance with the solicitation's evaluation criteria; (2) improperly determined that the bids were technically equivalent; and (3) should have adjusted the awardee's bid. GAO held that the Army reasonably: (1) evaluated the awardee's bid in accordance with the solicitation's evaluation criteria; (2) determined that the bids were technically equivalent; (3) decided not to adjust the awardee's costs; and (4) awarded the contract to the low bidder. Accordingly, the protest was denied.
