A firm protested a National Aeronautics and Space Administration (NASA) contract award for a video cassette recorder, contending that NASA mishandled and lost its bid. GAO held that, while NASA lost the protester's bid, there was no evidence that the loss was anything other than an isolated event, or that NASA intentionally excluded the protester from competition. Accordingly, the protest was denied.
