A firm protested the Defense Logistics Agency's (DLA) cancellation of a sale of surplus materiel, contending that: (1) it had a binding contract for the materiel, since it completed the requisite forms and delivered a cashier's check as requested; and (2) DLA should honor its contract or be liable for damages. GAO held that: (1) DLA reasonably cancelled the sale, since it was conducted without competition; and (2) matters involving contract administration are not subject to its review. Accordingly, the protest was denied.
