A firm protested a Panama Canal Commission (PCC) contract award for the lease of copying machines, contending that PCC should have awarded it the contract, since: (1) its alternative bid would have satisfied the solicitation's requirements; and (2) it was the low, technically superior bidder. GAO held that PCC properly: (1) rejected the protester's alternate bid, since it did not comply with the solicitation's specifications; and (2) awarded the contract to the low responsive bidder. Accordingly, the protest was denied.
